Vape Products Duty - Where Are We At?

From 1 October 2026, the UK introduces Vaping Products Duty (VPD) and the Vaping Duty Stamps (VDS) Scheme. For most independent retailers, the key is simple: make sure the stock you buy is compliant, and avoid getting caught with non-stamped product.

Vape Products Duty - What's changing: a new duty on vaping liquid, a flat-rate duty of £2.20 per 10ml, and duty stamps become the visible proof from 1 Oct 2026. Free POS support available.
Key Dates to Save - 1 Apr 2026: manufacturers must apply for approval. 1 Oct 2026: duty applies and duty stamp rules begin. 1 Apr 2027: offence to sell without a duty stamp. Tips for retailers: ask suppliers about compliance, tighten buying closer to October, train staff to recognise duty stamps.

Latest News & Updates

A new 12-week consultation from the Department of Health and Social Care (DHSC) is now open, covering the future packaging, appearance and display of vaping products.

The proposals on the table:
➡️ Standardised (plain) packaging
➡️ Restrictions on colours and product appearance
➡️ Simpler flavour descriptions
➡️ Keeping vaping products out of sight in retail stores

Importantly, this is a consultation, not a change in the law. Nothing has been decided yet, and there's no immediate action for retailers to take.

Phoenix 2 Retail backs proportionate, evidence-based regulation that limits the appeal of these products to young people while keeping vaping accessible for adult smokers looking to move away from cigarettes.

The window to respond closes on 2 October 2026, a genuine chance for the trade to be heard.
